Max. how many folds (selections) can a user place within one BetBuilder selection?

There is no set limit on the number of selections (folds). But when the BetBuilder selections are being added by a user, their availability for betting is changing dynamically due to probability reasons and will gradually run out when all the selections from all the markets are spent. Also, at some point, some bet might not get through due to the Risk limits as well.
