If sport_event_status is not present, does it mean that this field is optional?

Only delta information is sent in the odds_change messages. If nothing has changed in the sport event information, this element won’t be present in the message. Likewise for the odds – if no odds have changed, but only the sport event information changes, only the sport event status element will be there.
